Bangkok: The Prime Minister has directed a prompt resolution of the operational challenges plaguing the Airport Rail Link to ensure uninterrupted service for the public. According to Thai News Agency, the Permanent Secretary of the Ministry of Transport, Mr. Piyapong Chiwatnakulpaisan, and the Governor of the State Railway of Thailand (SRT), Mr. Anan Pothinimdaeng, have confirmed that the private sector will manage the service until January 2027. In the interim, the SRT is set to take over operations, deploying suburban trains to supplement services while expediting repairs to damaged trains.
Mr. Piyapong and Mr. Anan, following a meeting with the Prime Minister at Government House, disclosed ongoing issues related to the Airport Rail Link's management. These issues stem from contractual disagreements between the SRT and Asia Era One Co., Ltd. The SRT is gearing up to negotiate with the private entity, which has tabled four conditions, some yet to be agreed upon. The Governor will manage these negotiations, and the SRT is ready to step in as a service provider if necessary. The Prime Minister has mandated that public service remains a priority, ensuring the Airport Rail Link continues its operations.
Additionally, discussions addressed the high-speed rail link connecting three airports, currently troubled by clause 6.2 in the joint investment agreement. This issue is set for further discussions within the project oversight committee. The Prime Minister stressed compliance with regulations and laws, ensuring no disadvantage to the government.
On the question of any special conditions from the private sector for extending the Airport Rail Link's operation by four months, the Permanent Secretary clarified that no such conditions exist. The mentioned budget of 60 million baht pertains to a one-year operating contract and is distinct from the four-month extension plan, which remains undiscussed.
Regarding the high-speed rail link's timeline, Mr. Piyapong highlighted two urgent priorities: resolving the Airport Rail Link's operational issues and advancing the high-speed rail projects, including the Thai-Chinese project in Nakhon Ratchasima, where some contracts remain undeveloped. Prompt resolution is vital to prevent further complications, with the connection between Phaya Thai and Bang Sue marked as an urgent priority.
Mr. Anan assured that an existing agreement covers the Airport Rail Link's employment and operation. The private sector is prepared to operate until January 31, 2027, after which the SRT will assume control. He reassured the public of continued service beyond September's end. The contract details have been reported to the Prime Minister and will be presented to the supervisory committee for September's consideration, after which a progress report will be submitted to the Prime Minister.
For train operations, the private company has agreed in principle to continue, leaving room for contract amendments as necessary. All conditions will be carefully reviewed before final decisions are made.
Addressing concerns about potential staffing shortages during the Airport Rail Link's extended operation, Mr. Anan stated that the SRT has arranged suburban trains to accommodate passengers and is fast-tracking repairs to troubled trains, some of which have already resumed operations.
