Bangkok: Deputy Prime Minister Bowornsak Uwanno has clarified that the government retains full authority except for approving new projects and appointing civil servants.
According to Thai News Agency, Bowornsak addressed these issues following the royal decree dissolving parliament, emphasizing that the government functions will continue until a new cabinet is in place after the general election.
Bowornsak noted that the term "caretaker government" is not mentioned in the Thai constitution and asserted that the current cabinet will maintain its responsibilities, excluding actions that would bind a future cabinet or utilize state resources for campaign purposes. He highlighted ongoing projects like the "Half-Price Plus" scheme and a cabinet meeting in Hat Yai, which are not considered election campaigning but rather commitments made prior to the parliament's dissolution.
He further explained that certain actions, such as the appointment and transfer of civil servants and the use of emergency funds, require the Election Commission's approval. Matters of national security, international relations, and disaster relief remain under the government's purview, though any additional funding must be approved by the Election Commission.
Regarding the upcoming election, Bowornsak mentioned that a meeting with the Election Commission is scheduled for December 15th to discuss the election process. He also spoke about referendum questions related to the new constitution and MOUs, advising the public to be informed about the legal aspects concerning the election timeline.
