Bangkok: Mr. Watcharapol Khaokham, Deputy Minister of Agriculture and Cooperatives, has initiated a robust response against the black-chinned tilapia outbreak affecting 21 provinces, establishing a dedicated task force to tackle the issue without waiting for a court ruling. He emphasized the government's commitment to public duty and rigorous enforcement aligning with the court's standards.
According to Thai News Agency, Mr. Watcharapol addressed growing public concerns regarding the black-chinned tilapia outbreak, which has persisted since 2020. Since taking charge of the matter, the government has implemented seven proactive measures to combat the issue. He highlighted the Central Administrative Court's decision, which mandates the Department of Fisheries to act on its plan within 180 days of a final judgment. However, Mr. Watcharapol reaffirmed the government's intention to act immediately, acknowledging the significant threat posed by the black-chinned tilapia to ecosystems, biodiversity, and local livelihoods.
The seven measures already in place include accelerating the capture and elimination of the invasive fish, introducing predatory species to control their population, and utilizing captured fish for fishmeal or fertilizer to avoid wastage. Additionally, the government is implementing strict monitoring in high-risk areas, educating community farmer networks, employing technology such as tracking systems and DNA analysis, and restoring aquatic resources post-eradication.
Mr. Watcharapol also addressed public concerns about the persistence of the problem despite ongoing efforts. He explained that the outbreak's spread across 21 provinces, along with budget and personnel limitations, has hindered complete eradication. The Ministry of Agriculture and Cooperatives has requested additional funding from the central government and has engaged in discussions with the Prime Minister. Plans are underway to intensify existing measures and implement new strategies, utilizing tools from the new fisheries law. A special task force and rapid response teams will ensure coordinated efforts across all affected provinces.
Regarding compensation, Mr. Watcharapol mentioned collaboration with the Ministry of Interior to expedite assistance to affected citizens.
He underscored the need for all sectors, both governmental and private, to take greater responsibility for the aquatic ecosystem. The Department of Fisheries is urged to tighten controls on import permits and invasive species, upgrading monitoring systems and regulatory mechanisms to prevent future issues.
