Bangkok: Deputy Prime Minister and Minister of Transport, Pipat Ratchakitprakarn, has firmly stated his refusal to pay a 4 billion baht compensation claim, labeling it a 'fool's fee.' He has ordered an investigation into the ongoing Laem Chabang land reclamation project and announced a move towards the complete closure of Khlong Toei port.
According to Thai News Agency, Pipat revealed the current status of the Laem Chabang Port Development Project Phase 3, where the Port Authority of Thailand (PAT) and the GPC consortium are the contracting parties. The project is in its offshore construction phase but faces engineering issues related to the relative density of the fill material beneath the waterline in Berth F. This technical dispute is delaying the handover of the area, as both parties seek a resolution.
The discrepancy in soil density between two areas poses a potential safety hazard. Initial discussions with consulting firms, designers, contractors, and concessionaires are ongoing to address these engineering challenges. Pipat confirmed that no negotiations have been held regarding the private sector's compensation demand of 4 billion baht, and the government remains unwilling to pay such an amount.
In line with his vision for the port sector, Pipat highlighted the government's policy to close Bangkok Port (Khlong Toei) and shift shipping activities to Laem Chabang Port. This move aims to commercially develop the Khlong Toei area and boost sustainable revenue for the Port Authority of Thailand. However, certain areas may be retained for specific purposes, such as the rapid transportation of fresh produce, pending a case-by-case study.
Regarding the relocation of the 26 communities surrounding Bangkok Port, initial feedback indicates no objections. The Port Authority of Thailand will construct new housing and carry out phased relocations. This policy is anticipated to commence within the current government's term, with potential completion in subsequent terms, depending on the timeline for building construction and relocation efforts.
