Bangkok: Phumtham Vejjayachai, Deputy Prime Minister for Security Affairs and Minister of Interior, who is also acting Prime Minister, addressed the proposal by former Prime Minister Thaksin Shinawatra to reduce the military budget for traditional weaponry in favor of modern technology suited for cyber warfare. Phumtham acknowledges the shift in warfare dynamics and emphasizes the need for technological advancement while minimizing personnel. He also mentioned that the concept of the governor and CEO of the Ministry of Interior is already in practice.
According to Thai News Agency, Phumtham spoke about the military budget, which is currently under review by the Budget Committee for 2026. He noted that he is not involved with the committee and is unaware of how Thaksin's remarks might impact their deliberations. Phumtham, who previously served as Minister of Defense, highlighted the importance of reducing military personnel while increasing essential and modern equipment due to evolving warfare strategies.
Phumtham elaborated that traditional methods of warfare are obsolete, and technological solutions such as drones for surveillance are more efficient. He expressed openness to replacing manpower with technology where feasible, suggesting that the reduction of daily soldier patrols is achievable with modern equipment.
On being queried about the focus on modern technology for security, Phumtham deferred to the new Defense Minister or acting Minister, noting his current role as Interior Minister. Nonetheless, he stressed the importance of integrating technology into operations alongside personnel reduction.
Regarding Thaksin's idea of a CEO governor, Phumtham confirmed its implementation. He explained that the CEO governor model, initiated during Thaksin's tenure, is functional and effective in provincial management, ensuring coordination across government units. He affirmed that this management style is already in practice and faces no issues.
