Bangkok: The Treasury Department has unveiled a significant revision to the 2025 Liquor Production Regulations, signaling a transformative phase for small businesses and community enterprises within the liquor industry. This initiative, spearheaded by the Ministry of Finance, aims to modernize licensing criteria, align them with current economic conditions, and uphold quality and safety standards, thereby invigorating the grassroots economy.
According to Thai News Agency, the Excise Department, under the Ministry of Finance, has strategically revised the liquor production regulations to facilitate enhanced participation from cooperatives, community enterprises, farmers, and small entrepreneurs. This revision not only modernizes the licensing criteria but also ensures strict adherence to consumer protection, product quality, and environmental standards. By promoting the use of Thai agricultural raw materials, this initiative seeks to create synergy between the liquor industry and the grassroots and green economies.
Mr. Pornchai Thirawet, Director-General of the Excise Department, highlighted the Cabinet's resolution on November 25, 2025, which approved the new Ministerial Regulation on Liquor Production B.E. 2025. The regulation sets forth criteria that are more suited to the current business environment. Previous standards for liquor production licenses were stringent, aimed at controlling liquor quality, ensuring consumer safety, and safeguarding the environment. The revised standards are now more accommodating for businesses of varying sizes, still focusing on quality control, safety, and environmental care. The new regulations, published in the Royal Gazette, became effective on December 2, 2025.
The revised criteria introduce new categories for beer and distilled spirits production licenses, particularly benefiting small-scale businesses. Additionally, distribution channels for draft beer producers have been expanded, and location requirements for liquor factories have been adjusted to better suit smaller enterprises. Despite these changes, all operators must comply with environmental, sanitation, and production safety regulations, ensuring that liquor production remains safe for consumers and environmentally sound.
The new licensing criteria are integral to promoting the grassroots economy and encouraging the use of domestic agricultural products in liquor production. By utilizing agricultural raw materials like rice, corn, and various fruits, the initiative aims to enhance the economic value of agricultural products and boost domestic revenue. This approach systematically connects the agricultural sector with the liquor production industry, establishing a framework that allows ethanol produced for fuel from agricultural products such as sugarcane and cassava to be used in industries benefiting the bioeconomy, circular economy, and green economy.
The Director-General emphasized that the updated criteria will empower small businesses to evolve into liquor producers meeting higher standards, positioning the Thai liquor industry on an international level.
