Bangkok:Panthep Puapongsak has affirmed that the Guardians of the Land Foundation is prepared for regular audits, emphasizing transparency in managing nearly 300 million baht in donations received during the Thai-Cambodian border period. He assured that all financial activities are openly disclosed, with annual financial statements submitted, and called for impartiality from auditors. Panthep also supported government regulations mandating public disclosure of foundation bank accounts.
According to Thai News Agency, Mr. Panthep submitted a letter to the Bangkok Governor opposing the cancellation of the 2026 city plan and urged a review of flood retention management. He commented on an investigation request by Lawyer Tum, Mr. Sittra Biabangkerd, concerning a sharp increase in donations from 70,000 baht in 2024 to nearly 300 million baht in 2025. The lawyer alleged potential discrepancies or misuse of funds.
Panthep reiterated the foundation's commitment to transparency and integrity, stating it is subject to daily audits. He explained that major donations were primarily from Ms. Jatuporn Ubollert, known as "Madam Aoy," who, along with Mr. Sondhi Limthongkul, waived compensation for their contributions. The foundation gained trust as an intermediary during the Thai-Cambodian conflict due to its clear donation verification and disclosure guidelines.
He also detailed that initial plans to assist the military with remaining funds were adjusted upon the 2nd Army Area Command's request for equipment support rather than direct donations, aligning with national security concerns. The foundation assures legal compliance and coordination with government agencies in its expenditures.
Professor Panthep clarified that some remaining donations are outstanding from Ms. Aoy, and others are reserved for emergencies post-ceasefire. These funds are intended for urgent military support, like procuring drones. He confirmed separate account management for each project and annual financial statement submissions.
Addressing Lawyer Tum's investigation call, Panthep appreciated the attention but urged thorough research before allegations. He highlighted continuous disclosure of the foundation's financial activities through online platforms. Panthep also encouraged public discernment in trusting organizations, emphasizing the importance of foundations and volunteer groups in society.
He proposed the Ministry of Interior set standards for nationwide public disclosure of foundations' financials, allowing scrutiny of donation usage and remaining funds, beyond legal financial statement submissions.
