Bangkok: In a pivotal joint session of Parliament, Member of Parliament Nattapong Ruangpanyawut urged for the drafting of a new constitution in Thailand to be tightly connected to the people's participation. The session, chaired by Mr. Wan Muhammad Nor Matha, President of Parliament, focused on Article 256/1 which deals with the body responsible for drafting the new constitution.
According to Thai News Agency, Mr. Nattapong, leader of the People's Party and the Opposition, emphasized the importance of a constitutional drafting process that avoids monopolization by any single political faction. He highlighted the necessity for a democratic approach that ensures the next constitution guides Thailand towards enhanced democracy. Mr. Nattapong underscored the need for a flexible constitution that permits future amendments more easily.
Mr. Nattapong addressed the political limitations under the current constitution, such as the requirement for Senate approval and opposition support, which necessitate a moderate approach to amendments. He referenced the Constitutional Court's ruling on the election of drafters, highlighting the political realities that restrict public participation in the drafting process.
He further reiterated the role of the public in approving constitutional amendments through referendums. Mr. Nattapong proposed a "20-to-1" formula to prevent monopolization in the drafting committee, advocating for a content framework that promotes rights, freedoms, and decentralization. He called for simpler amendment processes, without stringent Senate requirements.
Despite potential objections, Mr. Nattapong believes the People's Party's proposals align with the Constitutional Court's rulings and urged fellow members to consider the people's desires in the drafting process. During the debate, Senator Pisit Apiwatnapong noted the importance of public involvement but acknowledged the limitations imposed by the Constitutional Court.
Mr. Nattapong concluded by affirming his adherence to regulations and expressed willingness to take responsibility for his statements if they cause any repercussions.
