Bangkok: The Expressway Authority of Thailand (EXAT) has entered into a cooperation agreement with three key agencies to advance the development of an expressway project that will connect Koh Samui.
According to Thai News Agency, the Memorandum of Understanding (MOU) was signed by EXAT alongside the Provincial Electricity Authority (PEA), the Provincial Waterworks Authority (PWA), and the National Telecommunications Public Company Limited. The signing ceremony was led by Deputy Prime Minister and Minister of Transport, Mr. Pipat Ratchakitprakarn, and attended by key officials, including Mr. Surachet Laopulsuk, Governor of EXAT, and other representatives from the respective agencies.
Mr. Pipat Ratchakitprakarn emphasized that the Koh Samui expressway project aims to enhance transportation and promote tourism while establishing critical infrastructure. This collaborative effort with the PEA, PWA, and NT is set to provide widespread access to electricity, water, and telecommunications services on Koh Samui, ensuring stable and sustainable resources for residents and businesses. Despite the new infrastructure, ferry operations to Koh Samui will continue, albeit from relocated points in Chaiya and Don Sak districts.
Mr. Surachet Laopulsuk highlighted that the 50 billion baht, 37-kilometer-long expressway is crucial for improving transportation security and quality of life. Current travel limitations to Koh Samui due to weather impact the region, and this project integrates comprehensive infrastructure solutions, including water, electricity, and telecommunications services. The project, initiated in 2022, is progressing with an environmental impact assessment in 2026, followed by Cabinet approval in 2027, bidding in 2028, and construction starting in 2029. Completion is slated for 2033, with initial tolls set for four-wheeled vehicles.
Dr. Mongkol Treekitjanon of the PEA stated that this MOU strengthens electricity security on Koh Samui by allowing safer transmission lines on the expressway bridge, reducing costs and enhancing service efficiency. Previously, the island faced power outages due to damaged underwater lines.
Mr. Chakpong Khamchan of the PWA pointed out that the expressway project addresses Koh Samui's water resource challenges by integrating large-scale water pipes within the expressway structure, optimizing investment and infrastructure efficiency to support the island's growth.
Colonel Sarapchai Huwanand of NT emphasized the necessity of a modern telecommunications system for Koh Samui's tourism sector. The project will enable the deployment of a high-speed network supporting future technologies, enhancing the island's communication infrastructure.
The collaboration between these agencies and state enterprises marks a significant step in integrating essential infrastructure for Koh Samui, optimizing national investments, and fostering sustainable growth for the local economy and quality of life.
